Creating Dynamic Wallpaper with Text C#

pI am trying to create a dynamic wallpaper. my program already controls
multiple screens on the users machine. It stores information in the
registry, such as the size of the screen and the type of screen( ie.
screen a, b, c). I am trying to create a solid wallpaper with dynamic text
on top. so that screen type a would be solid blue with the text, This is a
type a display. If you see this, please contact..... Each type of screen
is a different color. and then the program would set the wallpapers
respectively. I'm not asking for the complete code, rather where should I
