in 13.04 resolved but not in 12.10?

in 13.04 resolved but not in 12.10?

With this question I refer to this problem here :
is there "force" to be online?
As I have tested with 13.04 on usb-stick this problem is solved in 13.04
but not yet in 12.10
So I tried to overwrite the files of 12.10 in /etc/network and in
/etc/NetworkManager with those of 13.04 - but this does not work entirely.
Because of little difference in /etc/network/interfaces I can then work
offline - unplugged network-cable works now - with 12.10 but not be online
with internet any more, wen plugged in network-cable.
Also short for 12.10: with files of 13.10 - booting kernel offline works,
but internet works not (because of missing eth0 in
/etc/network/interfaces).
Here is kernel 3.10.0-RC4 in 12.10
